2. They have flesh, although possibly synthetic, it is probably dead. Or undead. Also, you'll notice no feet are in the picture. Feet are one of the first thing to fall off in event of undead contamination.

See, normally the plague agent is neutralized before it reaches that amount of decay, but if prevention isn't taken it just progresses.
